Here’s a look at key legislative measures that could shape the future of education in Tennessee.
House Bill 0012 (Senate Bill 0142): Universal Free School Meals
This bill mandates that local school boards establish free school meal programs for all students, with state reimbursement after federal funds are applied.
Impact on MNPS: No direct effect, as MNPS already provides free breakfast and lunch to all students.
Current Status:
· House: Passed first consideration, failed in the Education and Education Administration Committees.
· Senate: Passed first and second consideration, sent to the Senate Education Committee.
House Bill 0016 (Senate Bill 0141): Sidewalk Infrastructure Grants
This bill proposes a grant program for sidewalk improvements around public schools, enhancing pedestrian safety for students. Local governments may apply for funds to design, construct, and repair sidewalks near school zones.

House Bill 0061 (Senate Bill 0146): Student Attendance Records and Educational Neglect
This bill clarifies that in cases of educational neglect, subpoenas may be issued to obtain a student’s attendance records, including past years of enrollment in public school.
Current Status:
· House: Passed on first consideration
· Senate: Referred to the Senate Calendar Committee for March 19th
House Bill 0932 (Senate Bill 0897): Restricting Cell Phone Use in Schools
This bill requires local school boards and charter schools to adopt policies prohibiting student use of wireless communication devices during instructional time, with some exceptions.
Current Status:
· House: Passed in house, signed by Speaker of the House
· Senate: Passed in Senate, signed by Speaker of the Senate (transferred to Governor for signing)
